Best Process if Fiancee has to return to Russia after marriage

I intend to bring my fiance to the US and marry. However, at that time, she will need to return to Russia to prepare for the final move here (she has a son, etc.). In this scenario, what would be the best way to proceed. Fiancee Visa then Spouse Visa?
There is only a fiance visa necessary. It's a six to seven month process, the woman will most likely not be able to enter the US until that process is complete.
